Experienced Social Care and Local Government Procurement Professional
I am a fully qualified procurement specialist (MCIPS) with an MA in Policy Studies and considerable purchasing and supply experience in local government, having held positions of responsibility for adults' and children's social care services and Council-wide purchasing and contract management activities. I am currently available for work with immediate availability, and open to offers of relevant permanent or temporary employment or project-based/interim work commitments.
I have a total of 23 years’ experience in local government, having worked as a care worker, residential home manager, community care planning officer, executive assistant to the chief executive, quality assurance and professional development manager, social care procurement and contracting manager, and corporate procurement manager.
I am enthusiastic in my belief that effective supply management is the powerhouse of effective delivery for business of any kind, whether in the public, private or voluntary sector, and keen to develop and broaden my experience and to make an effective contribution to organisations' needs in this time of significant change.
Specialties: Public procurement, competitve tendering, contract management, contract law, TUPE, social enterprise/voluntary sector, social return on investment
2008 - 2011I used to be responsible for management and leadership of the procurement function across Kirklees Council. Kirklees is based in Huddersfield in West Yorkshire and has a population of around 400,000 people. The Council had around 19,000 employees but is currently down-sizing in line with UK public sector trends.
2003 - 2008I managed a team of staff within the Contracts and Monitoring Team, which was formed in 2003, and was responsible for the purchasing, monitoring and contracting of adult social care services and the procurement of developmental and other activities needed by the Council’s Adults’ Services and former Social Services Department. My team held lead responsibility for contract development and contract management for all social care purchased from external providers, including good practice in purchasing, monitoring and contracting; coordination of contract management processes; letting contracts for services via competitive tenders; implementation, sign-up and use of e-procurement systems; delivery of efficiency savings and service improvements across social care and joint procurement work with Kirklees PCT.
